What is the “All Scripture” to which Paul refers to in 2 Tim. 3:16?  

There is a view that it is referring to the Tanach/Old Testament, but did Paul not actually refer to the Melchizedek Scriptures of the New Testament as it is, which are based on the Torah and Prophets?
